Yes, this is possible. Navigate to the "spending" tab of the project you wish to move the entries away from. Use the checkboxes to select the entries you wish to move and then use the "for each selected row..." drop down and select "change client/project/subproject". You will get to see a popup where you can select the new project/subproject. Click "save" and you are done!
